Divisive hermeneutics

There are two approaches to tawil. First is that experts of sacred knowledge are qualified for that. Second, only God knows the infinite layers of meaning. The intention of latter is to discourage divisiveness in community. Which implies that a tawil which attains consensus is valid. For example, the idea of indigenous Eastern spiritual democracy is gradually attaining consensus as the tawil of Quranic concept of Shura.
